Navigating the Latest NDIS Reforms: What’s Next?

The National Disability Insurance Scheme (NDIS) is a landmark social reform in Australia, designed to support individuals with disabilities in leading more independent lives. Minister Shorten explains, “Our goal is to ensure the Scheme’s future is fair, equitable, and transparent.” The reforms aim to curb the scheme’s rapid growth and broaden access, ensuring more individuals benefit. The government promises to reinvest any savings back into the NDIS to maintain support levels for participants.


The Royal Australian College of General Practitioners (RACGP) supports these reforms, noting the need for tighter controls while emphasising the importance of involving general practitioners in disability care planning.


What Participants Can Expect

Participants should prepare for changes in several key areas:


  • Eligibility assessment
  • Funded supports
  • Plan management
  • Funding allocation and expenditure
  • Information gathering for reassessment


These changes will be phased in alongside other reforms, with the new NDIS laws expected to take effect 28 days after receiving Royal Assent, anticipated in mid to late September 2024. Current processes will remain in place until then.



Concerns About the Reforms

The proposed changes have raised concerns among many, particularly those who rely on the NDIS. There are fears that the reforms might introduce more complexity, increase paperwork, and potentially delay or diminish the quality of support. There is also apprehension that the new rules could make it harder for some individuals to qualify for the NDIS, possibly affecting their current support.


The uncertainty surrounding the reforms adds stress for people with disabilities and their families, who depend on consistent, reliable services. Clear communication and a solid timeline are essential for individuals to plan and feel secure in their support.


PWDA President Marayke Jonkers sees the changes as a setback for people with disabilities, stating, “It’s really emotional because we fought for decades to have the NDIS, to have those rights, and to live a life similar to every other Australian.”


Advocates stress that reforms should prioritise enhancing the lives of people with disabilities rather than focusing solely on cost reduction. The NDIS was established to empower individuals with disabilities, and any reforms should uphold this core mission.
